Does the AI make decisions — approve permits, enforce codes, decide who qualifies?

It does not approve or deny a permit, interpret zoning, take an enforcement action, decide a fee waiver or an assistance eligibility, or advise on an appeal: those questions are transferred to the department or the clerk with the transcript attached. What happens to resident information?
